# Submit For Review

> Move agent draft → pending_review.

Idempotent and race-safe: a double-click or concurrent retry transitions the
agent — and emails admins — exactly once. (The previous read-check-then-commit
path let every overlapping request pass the ``draft`` check before any of them
committed, so each one sent a "pending review" email — the cause of the
duplicate admin emails.)
