Get Brand Intelligence Commentary History Route
Archived commentary for one owned brand, newest first.
Read-only over brand_intel_commentary_history (every response that
reached a commentary cache, fallbacks included). Same gate + ownership
contract as the commentary routes: the two gates every commentary route
shares (Brand Intelligence + group insights, which is the parent flag of
every module commentary flag) fire first, then _get_brand_or_404
scopes the brand to the caller, and the service query is additionally
bound to user_id so a caller can never read another user’s rows
(UOB/DOB). Never triggers a generation.
